
Dr. Natasha Azzopardi Muscat

Dr. Natasha Azzopardi Muscat is Director of the Division of Country Health Policies and Systems at the WHO Regional Office for Europe. A medical doctor and public health specialist, she has held senior roles in Malta’s Ministry of Health, including Chief Medical Officer, and served as President of the European Public Health Association (EUPHA) from 2016 to 2020. Her academic career spans over two decades at the University of Malta, where she taught health services management and public health. Dr. Azzopardi Muscat’s research bridges health policy, European studies, and small state governance, culminating in a PhD on the Europeanisation of health systems. At WHO, she leads efforts to strengthen health systems, promote rehabilitation regulation and accreditation, and advance digital health equity. She is widely published in public health and policy, and actively contributes to international health advocacy and reform. Her work continues to shape resilient, inclusive, and evidence-based health systems across Europe.
